As part of Capital Region Development initiative, the Government of Kerala (GoK) is to invite proposals for development of Port at Vizhinjam shortly.
 

 
  Advantage Vizhinjam
 
 
  Vizhinjam port is located 16 km south of Kerala’s capital, Thiruvananthapuram on the West coast of India.

The site offers the following unique advantages:

+ Proximity to international shipping route and East-West shipping axis
 + Availability of 20m contour within a nautical mile off the coast
+ Minimal littoral drift along the coast and therefore hardly any maintenance dredging
+ Immediacy to national/regional road, rail network
+ Flexibility in design and expansion being Greenfield project
+ Close to Thiruvananthapuram city that has an International airport, human resource and social infrastructure

 

 
  The Project
 
 
  Buoyant International container trade and growth in container traffic in India at a CAGR of 14 percent during the last decade has led to a trend towards agglomeration (increased vessel sizes on order). This necessitates the establishment of an international transshipment terminal close to southern tip of Indian peninsula and the proposed terminal will be ideal for attracting mother vessels ranging from Post Panamax to Malacca-max in a phased manner.
Detailed traffic assessment study indicates that Vizhinjam could be configured to meet these transshipment requirements of the region.

A container shipment economic study has further established the above for routing of containers economically.


A Futuristic Regional Hub

Water depth of 16m to be increased to 18.7m in phased manner, at berth, would allow vessel sizes upto 12000 TEUs. This together with a design capacity of 1.8 million TEUs going upto 5.3 million TEUs would serve the transshipment needs of the region. The initial project cost enveloping state-of-the-art facilities and equipment is estimated to be INR 23.9 billion (approximately US$ 580 million)
 
 
 
Project Team
 
 
 GoK has incorporated a fully owned Company by the name of Vizhinjam International Seaport Limited (VISL) to act as the Nodal agency / sponsor for the port development project and to provide external support infrastructure such as linkages and power/water supply for the Port.

IL&FS Infrastructure Development Corporation Ltd. is the strategic advisor for project structuring, procurement of consultants and developer(s). The knowledge partners of the project are M/s L&T-RAMBOLL Consulting Engineers Limited, in association with ROGGE
Marine Consulting GMBH, Germany, RAMBOLL, Denmark and L&T Capital Company Limited, who have carried out feasibility studies.

  Selection Process  
 
The bidders are required to submit their detailed proposal in THREE covers

1. Cover-1: Statement of Qualifications
2. Cover-2: Technical Proposal
3. Cover-3: Financial Proposal
The Statement of Qualifications will be opened first in public and evaluated. The Technical Proposal of those parties whose bids meet the QC, would then be opened and
evaluated. The Financial Proposal of those parties whose bids pass Technical evaluation will finally be opened in public and evaluated. Further details are available in RFP documents.

The GoK reserves the right to make changes to the terms of the RFP documents and reject any or all offers without assigning any reason thereof.
